UK Local Authorities Intend to Sell Off Community Hubs and Sports Centres to Manage Finances

According to a recent study of municipal councils, UK councils are planning to sell community centers, athletic facilities, and retail spaces as they bet on a fire sale of properties to stabilize finances.

Increasing Financial Challenges Prompt Asset Sales

A coalition of councils for major urban areas in England stated that 60% of councils are intending to dispose of properties to cover the rising costs of adult and children’s social care.

Councils have in the past come under fire for disposing of playing fields and open spaces to shore up their budgets, but they contend they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

The group noted that a significant number of councils attempting to raise money from a fire sale of assets represented “a clear change from 2024, when the largest share (60%) of local leaders said they would prioritise restructuring services and utilising savings to manage increasing fiscal pressures.”

Detailed Examples of Proposed Sales

Medway Council in southeast England said its property management strategy featured the sale of a shopping centre in Rainham and a social club in Rochester to generate 20 million pounds over the next half-decade.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be sold under the strategy.

Council Tax Increases and Wider Financial Pressures

The survey of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will have to increase council taxes next spring to address the growing cost of essential services, higher levels of homelessness, and a persistent accommodation deficit.

Medway council said it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but some of these require time to achieve both better provisions and cost efficiency,” said Vince Maple.

He added: “There are population challenges which will persist to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Patterns and Projections

Research of regional authorities this week further found local finances being strained by the growing number of young people and older individuals needing Send support.

A network of councils projected that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they grapple to manage increased demand.

Government officials have put off scheduled changes to the Send system until the coming year after a policy document setting out those changes was recently delayed.

Deprivation and Financial Shortfalls

Based on the latest indices of deprivation (IMD) for UK local authorities, several participating urban areas were included in the most deprived in England.

  • “Member cities like several major towns place in the top 30 nationally under the latest deprivation indices,” said the study.

“Although only a single urban area is in the ten most deprived for disadvantaged communities nationally, cities are much more prone to be in the most deprived fifth of the nation. The data underscores the scale of difficulties confronting local leaders across key cities in the next twelve months,” the report added.

“Council officials have been explicit about the necessity for a fair and sustainable financial structure that accounts for and addresses the real levels of disadvantage and demand,” said Michael Mordey.

“Without this, councils will continue to face impossible choices around which essential services to allocate spend to, and which to cut, to the detriment of their communities.”

One in five of local authorities have cut or compromised social care provision in the last year, the study found.
